    **********OPEN TO ALL SKILL LEVELS********** The Sponsor is seeking an experienced, energetic and motivated individual to perform in the role of Systems Engineer to support one of its programs. This program helps find, develop and deliver innovative solutions that will enhance mission value and throughput via inventive data science and analytical means. This expert systems engineer must be capable of bringing together IT systems, data science, Big Data, advanced analytics, mission users, and decision makers to ensure innovative tools and processes that work are designed and adopted by the mission for maximum impact. This is a unique opportunity to participate in the development of new technical solutions that will support potentially transformational new capabilities. The systems engineers tasks could cover the entire gamut, from discovering, developing and evaluating tools, to capturing and improving processes, to modeling user interfaces, and to performing data science and visualization-type work by identifying patterns, anomalies, and regularities in the data and/or by applying advanced research skills. Ultimately, the duties could entail any aspect of finding, developing and promoting a new advanced analytic application or process that would allow analysts to derive insights from analytic questions in new ways and more easily detect and understand the drivers of change. In addition to performing innovation discovery and integration tasks, the person could be expected to design user-facing front-ends, or user experiences, which would require individual knowledge and skills in the reuse of existing platforms or conceptualization, design and development, for content and data use and visualizations. The systems engineer needs to have good problem-solving and analytical skills because they must often resolve issues quickly during ideation, development, and integration of prototypes. They must also have good interpersonal and communication skills in order to work well with team members, and to solicit ideas, requirements and feedback from users, vendors, and decision makers. They must be able to understand and explain via verbal and virtual means, complex technical topics with non-technical users. The systems engineer is also expected to perform management and product owner duties on incubation projects and short-term analytic efforts, or blitzes. Duties may include requirement development, solutions architecture and decision making, knowledge management, project scheduling and cost estimation, team facilitation, and briefing to clients. In short, Responsibilities include Mission outreach and engagement Knowledge Management Business Process Analysis Research, discover and evaluate innovative tools and capabilities for mission application Work with a wide range of clients, from analysts to decision makers Capture requirements, knowledge, and tradecraft processes Brief technical material to non-technical audiences Create new processes and tradecraft by creating and introducing new tools, techniques and processes to mission Create and design user experiences Utilize project management software to effectively manage and execute task based programs and projects. Solicit end-user needs via an iterative process, to include observing and engaging with analysts, ideating and creating wire-frames to gain feedback, learning and adapting quickly to analyst requirements Manage short-term collaborative efforts such as hack-a-thons, or blitzes Product Owner for projects and capabilities going through an incubation process Communicating with clients to understand and identify specific requirements.

    Qualifications

    1. Holds a Bachelor's degree or equivalent in Systems Engineering or related technical field of study, such as Engineering Management or Mathematics.

    2. Demonstrated experience showing independent problem'solving skills, flexibility, technical acumen, resourcefulness in a dynamic environment. This includes examples of working in a dynamic, fluid environment where all processes have not yet been established and where everyone is expected to pitch in as an all-purpose jack of all trades (utility player) to assist in briefings, testing, etc.

    3. Demonstrated experience with full life-cycle, end-to-end software development and delivery, including from the earliest phases of concept and innovation with the customer to delivery of prototype and production systems. This includes personal responsibility for designing, developing, and implementing code that included test-driven methodology, adherence to enterprise standard coding conventions, Agile workflow tools, or other best practices compliant with DevOps, such as continuous integration, test-driven development, or automated testing.

    4. Demonstrated experience documenting a model, tool, or process so that it could be used by others.

    5. Demonstrated experience collaborating with non-technical audiences or analysts to extract meaning from Big Data and to create data products.

    6. Demonstrated experience evaluating, using and administering data science and visualization tools and services including Databricks, Centrifuge, Jupyterhub, Anaconda, and Tableau.

    7. Demonstrated experience managing and facilitating mission focused data science and development efforts.

    8. Demonstrated experience using multiple types of data (e.g., event data, network data, graph data, naturally-occurring and socially-generated data).
    Optional Skills:
    1. Masters degree, preferably with a focus in systems engineering, computer science, computer engineering. Equivalent experience is also acceptable.  

    2. Broad understanding of and experience with real-time analytics, NoSQL data stores, data modeling and data management, analytic tools, languages, or libraries (e.g., Lucene, R, Mahout)

    3. Excellent oral and written communication skills, to include the ability to translate and transform technical jargon and briefings into clear, concise, and meaningful products.

    4. Strong interpersonal and leadership skills, including the ability to facilitate collaborative teamwork within Sponsor elements.

    5. Ability to work and apply creativity in a fast paced, startup-like environment.

    6. Knowledge of cloud computing infrastructure (e.g. EC2, EMR) and considerations for scalable, distributed systems a plus.

    7. Certifications in knowledge management and analysis & visualization platforms currently in use, such as Palantir, Centrifuge, and Tableau.

    8. Demonstrated experience with sponsors and sponsors partners, including experience in dataset and product creation, the sponsors collection and reporting process, as well as high-level management and decision-making processes.

     

    A TS/SCI security clearance with polygraph.
